The Ministry of New and Renewable Energy (MNRE) has issued revised guidelines dated 27th June 2025 under the Biomass Programme of the National Bioenergy Programme (2021β2026 Phase-I). These changes simplify documentation, enhance clarity on eligibility, update performance benchmarks, and strengthen monitoring mechanisms for briquette and pellet manufacturing plants. Notably, this update aligns with the previously revised CFA rates issued in July 2024.

| Clause | Old Guideline | Revised Guideline |
|---|---|---|
| Documentation | Techno-economic report, photos, EIA required | These are omitted |
| Performance Benchmark | Avg. 80% capacity for 3 days or 3 months | Now based on 10-hour operation |
| CFA Disbursement | Full CFA only if all benchmarks met | Pro-rata CFA allowed based on actual CUF |
| Hybrid Machine Eligibility | Allowed CFA | Now not eligible β only dedicated-use machines allowed |
| Dual Subsidy (MNRE + CPCB) | No specific restriction | Not allowed; undertaking required |

This information is based on the Office Memorandum dated 27.06.2025 issued by MNRE. Developers must verify details and format from MNRE and CPCBβs official websites before applying, especially if located in Delhi, Punjab, Haryana, Rajasthan (NCR), or Uttar Pradesh (NCR). Duplicate subsidy claims will lead to recovery with interest.
